Is the Ihram (state of consecration for Hajj or Umrah) valid for an insane person or a minor child?

The Ihram is not valid for an insane person or a minor child. If either of them enters the state of Ihram, their Ihram does not take effect because they are not considered eligible for acts of worship.
Supporting text
Their legal status remains that of someone who has not entered Ihram.
