What is incumbent upon one who enters Ihram from a location below the Miqat out of fear of missing the Hajj?

A sacrificial animal (Dam) is obligatory upon one who enters Ihram from a location short of the Miqat due to the fear of missing Hajj. This ruling has no known dispute among those who mandate entering Ihram from the Miqat. The basis for this is the Prophet's saying: 'Whoever abandons a rite (nusuk), a sacrifice is due upon him.' Permission is granted to enter Ihram from their location to ensure the attainment of Hajj, as adhering to attaining Hajj takes precedence over observing a required duty (wajib) that would be missed.
