It is permissible to commence the Ihram for Hajj from any location. The objective of commencing Ihram for Hajj is the combination of the Haram (sacred sanctuary) and the ritual acts (Nusuk), which is achieved regardless of the specific location of the Ihram commencement. This is analogous to the permissibility of commencing Ihram for Umrah from any location within the Hill (area outside the Haram). Evidence for this is found in the Prophet's command to his Companions during the Farewell Pilgrimage: "When you intend to proceed to Mina, put on Ihram from the lower ground (Al-Bathaa)." Furthermore, matters where the Haram is a consideration are equalized between built-up areas and other locations, similar to the ruling concerning sacrifice (Nahr).
