It is not permissible to give Zakat funds, which may be distributed generally outside the Sacred Precinct, to the poor among the People of the Covenant within the Sanctuary. This view is held by Imam Al-Shafi'i and Abu Thawr.
Supporting text
The Companions of the Opinion (*Ashab al-Ra'y*) permit giving Zakat to them. The primary evidence against permission is that they are non-believers, and therefore, distribution to them is invalid, analogous to giving aid to a belligerent non-Muslim (*Harbi*).
