Is it permissible not to enter the Ka'bah if one is performing Umrah?

There is no issue if one does not enter the Ka'bah during Umrah. This is substantiated by the report where Isma'il ibn Abi Khalid asked Abdullah ibn Abi Awfa whether the Prophet (peace be upon him) entered the Ka'bah during his Umrah, to which he replied in the negative.
