If the *Himyan* does not contain provisions, tying it is not permissible due to the lack of necessity. The same ruling applies to the *Mintaqah*. Ibn Umar narrated that he disliked the *Himyan* and the *Mintaqah* for the pilgrim when they did not contain provisions, as the allowance was granted specifically for securing necessities.

The difference between the *Himyan* and *Mintaqah* is often predicated on the *Himyan* being intended for provisions, while the *Mintaqah* is not. However, if both contain provisions, they are treated equally. Ahmad did not permit the *Mintaqah* for back pain unless the pilgrim offered expiation, analogizing it to wearing sewn garments for physical discomfort.
