It is permissible for a non-Muhrim to recite the Talbiyah. This view is held by Al-Hasan, Al-Nakha'i, 'Ata' ibn Al-Sa'ib, Al-Shafi'i, Abu Thawr, Ibn Al-Mundhir, and the People of Reason (Ahl al-Ra'y). The evidence supporting this is that since the recitation of the Talbiyah is recommended for the Muhrim (one in Ihram), it is not disliked for anyone else, similar to other forms of remembrance (Dhikr).
