It is disliked (makruh) for a person in the state of Ihram to deliver a marriage sermon, whether they are male or female. This ruling is supported by a narration from Uthman, which includes the phrase: 'The person in Ihram neither contracts marriage, nor causes marriage, nor delivers a sermon.' This hadith is reported by Muslim. Furthermore, delivering such a sermon constitutes facilitating what is forbidden (Haram), akin to signaling towards game in the context of hunting prohibitions.
