Reciting the Talbiyah during the Tawaf al-Qudum is permissible. This view is held by Ibn Abbas, Ata ibn al-Sa'ib, Rabi'ah ibn Abd al-Rahman, Ibn Abi Layla, Dawud, and Al-Shafi'i. The evidence for permissibility is that this time is the prescribed time for the Talbiyah, so its recitation is not disliked, just as it would not be disliked if the person were not performing Tawaf. Furthermore, one can combine the Talbiyah with the prescribed remembrance (*dhikr*) for Tawaf. It is disliked, however, to raise the voice during the Talbiyah so as not to distract other circumambulators from their own Tawaf and remembrances.

It is reported from Salim ibn Abdullah that he stated one should not recite the Talbiyah around the House. Ibn Uyaynah noted that he did not see anyone worthy of emulation reciting the Talbiyah around the House except for Ata ibn al-Sa'ib. Abu al-Khattab mentioned that the Talbiyah should not be recited, which is also a position held by Al-Shafi'i, based on the reasoning that the individual is occupied with a specific remembrance (*dhikr*) appropriate to the act, which takes precedence.
