One must not remove any soil from the Haram. This prohibition is stated by 'Umar and Ibn 'Abbas, peace be upon them both. Furthermore, one must not take stones or soil from Mecca and carry them out to the non-sanctuary area (al-Hill), and removing these items is considered more severe.

The exception to the prohibition of taking material out is the water of Zamzam, as Ka'b removed it.
