Is it permissible to shorten hair that falls below the edge of the head or that which is at the level of the head?

It is permissible if one shortens hair from the head that falls below the head's boundary or that which is level with it, because the purpose, which is shortening, has been achieved. This differs from wiping the head during Wudu, where wiping what is upon and above the head is obligatory.
