Is it permissible for someone who has not performed Hajj al-Islam to appoint a proxy for a voluntary Hajj (Hajj al-Tatwwu)?

It is not valid for a person who has not yet performed their obligatory Hajj al-Islam to appoint a proxy for a voluntary Hajj, because if they cannot validly perform the voluntary pilgrimage themselves, proxy representation is even less valid.
