It is permissible for a woman not in the state of Ihram to perform Tawaf while veiled. Aisha performed Tawaf while wearing a niqab. This view is supported by the action of Aisha.

Ata initially disliked a non-Muhrimah woman performing Tawaf while veiled, but later retracted this opinion after being informed about Aisha's practice by Ibn Jurayj, who narrated it via al-Hasan ibn Muslim from Safiyyah bint Shaybah.
