Is it recommended for the Imam to deliver a sermon on the second day of the Days of Tashreeq?

It is recommended that the Imam deliver a sermon on the second day of the Days of Tashreeq to instruct the people on the rulings concerning hastening departure (*ta'ajjul*) and delaying departure (*ta'khir*), and to bid farewell. This is the position of Al-Shafi'i and Ibn al-Mundhir. Evidence includes the narration that two men from Banu Bakr saw the Messenger of Allah, peace and blessings be upon him, preaching among the middle days of Tashreeq while they were near his mount. Furthermore, the Prophet, peace and blessings be upon him, preached on the day known as Yawm al-Ru'us, asking if it was the middle day of Tashreeq, because the people have a need to learn the procedures for leaving early or later and for the farewell, unlike the first day.
