It is Sunnah for the Imam to deliver a sermon in Mina on the Day of Sacrifice, instructing the people regarding their rites, specifically the sacrifice (Nahr), the departure (Ifadah), and the stoning (Ramy). This position is explicitly stated by Ahmad, constitutes the Madhhab of Al-Shafi'i, and is supported by Ibn al-Mundhir. The evidence for this is the narration from Ibn Abbas that the Prophet (peace be upon him) delivered a sermon to the people on the Day of Sacrifice in Mina, as reported by Al-Bukhari. Further support comes from narrations where Rafi' ibn Amr Al-Muzani, Abu Umamah, Al-Hermas ibn Ziyad Al-Bahili, and Abd al-Rahman ibn Mu'adh all witnessed the Prophet (peace be upon him) delivering the sermon in Mina on that day, instructing them on the rites up to the Jamarat. The necessity of the sermon is established because it is a day where Hajj acts are numerous, requiring instruction, similar to the Day of Arafah.

Some of our companions hold that no sermon is delivered on that day. This is the Madhhab of Malik, based on the reasoning that since the sermon is already prescribed for the preceding day, it is not prescribed for the Day of Sacrifice.
