Killing lice is a point of disagreement during Ihram. It is permissible in the Haram sanctuary without disagreement. The prohibition in Ihram is because killing lice is for ease and removal, not due to the lice themselves having inviolability. This is analogous to cutting hair or trimming nails, which are permissible in the non-sanctuary area (al-Hill) where ease is permitted.
