Where must the meat of an animal whose sacrifice is obligatory within the Sanctuary (Haram) be distributed?
Chapter on Ransom (Fidyah) and Penalty for Hunting
Al-Mughni
Book of Hajj
Primary text
The distribution of the meat from an animal whose sacrifice is obligatory within the Haram must occur within the Haram itself. This is the position held by Al-Shafi'i. The reasoning is that the distribution is one of the primary objectives of the ritual (Nusk), and thus it cannot be performed outside the Haram, similar to the act of slaughtering itself. Furthermore, the intent behind slaughtering in the Haram is to benefit its poor, an objective not achieved by giving it to others outside. Finally, since the sacrifice is a ritual specific to the Haram, all aspects of it must be confined there, like the Tawaf (circumambulation) and other rituals.

Malik and Abu Hanifa maintain that if the slaughtering takes place within the Haram, the distribution of the meat is permissible in the areas outside the Haram (Al-Hill).
