The Muhrim is permitted to wear leather socks if sandals cannot be found, and to wear trousers if an Izar cannot be found. This ruling is supported by a clear statement from the Prophet (peace be upon him) narrated by Ibn Abbas, who said the Prophet stated in a sermon at Arafat: "Whoever does not find sandals, let him wear leather socks, and whoever does not find an Izar, let him wear trousers for the Muhrim." This is agreed upon (Muttafaq 'alayh), and similar narration exists from Jabir (reported by Muslim). According to the majority, including 'Ata, 'Ikrimah, Al-Thawri, Malik, Al-Shafi'i, Ishaq, and the Ashab al-Ra'y, no Fidyah is required for wearing these items under necessity. The supporting rationale is that the necessity-based permission implies the waiving of Fidyah, similar to how cut leather socks do not incur Fidyah.

Malik and Abu Hanifa mandate Fidyah for wearing trousers, even when the Izar is unavailable, based on the general prohibition mentioned in the hadith of Ibn Umar concerning dyed or Wurs-smeared garments. They reason that whatever necessitates Fidyah when the proper garment is available (like the Qamis when an Izar is present) also necessitates it when the proper garment is absent.
