What is the obligation if an agent, instructed to perform Umrah after Hajj, fails to perform the Umrah?

If the agent was commanded to perform Umrah after completing the Hajj and carries out the Umrah, no liability falls upon him. If he fails to perform the Umrah, he must return the stipulated expense allocated for that Umrah.
