Does performing Tawaf al-Ziyarah (Farewell Circumambulation) upon departure suffice for Tawaf al-Wada' (Farewell Circumambulation)?

Primary text
If Tawaf al-Ziyarah is delayed until departure, it suffices for Tawaf al-Wada'. This is because the requirement is that the last act concerning the House be the circumambulation, which has been fulfilled. Furthermore, that which is legislated as a greeting for the mosque suffices for a mandatory act of the same kind, analogous to how two rak'ahs of greeting the mosque suffice for a mandatory prayer. This view is supported by the understanding that the purpose of Tawaf al-Wada' is to be the final act at the Kaaba.

Another view holds that it does not suffice for Tawaf al-Wada' because they are two distinct obligatory acts of worship, and one cannot substitute for the other, similar to two obligatory prayers.
