Is a person coming from outside Makkah (Afaqee) intending to reside there after performing Tamattu' obligated to offer the sacrifice (Dam)?

The traveler entering Makkah with the intention of performing Tamattu' and subsequently intending to reside there is obligated to offer the sacrifice of Tamattu'. There is an established consensus (Ijma') among the scholars whose views are known on this matter, as reported by Ibn al-Mundhir.
