There is no distinction between a general impediment affecting all pilgrims and a specific impediment affecting only one person, such as being unjustly detained or robbed. This is due to the generality of the textual evidence (Nass) and the presence of the underlying reason (Ma'na) in both situations. If a person is detained justly, and they have the means to leave the detention, they are not permitted to exit the state of Ihram (tahallul). This is because they have no valid excuse for being detained. However, if a person is insolvent and unable to pay a debt, and they are unjustly detained for it, they are permitted to exit Ihram, similar to those previously mentioned. Likewise, if a person owes a debt payable before the arrival of the Hajj season, and their creditor prevents them from performing Hajj, they are permitted to exit Ihram because they have a valid excuse.
