If an intending pilgrim (Muhrim) is restricted (Hasr) by disbelievers or others preventing access to the Sacred House, and no safe route remains, dissolution of the Ihram is permitted. Allah the Almighty established this ruling in the Quran: {But if you are prevented, then [offer up] what can be easily obtained of the sacrificial animal} [Quran 2:196]. It is confirmed that the Prophet, peace be upon him, commanded his Companions to slaughter their animals, shave their heads, and exit the state of Ihram when they were restricted at Al-Hudaybiyyah.
