It is permissible for the pilgrim to look in the mirror. However, he is not permitted to adjust messy hair or brush off dust if the intention is for adornment or grooming. The underlying principle is based on the descriptions of the pilgrim as being 'dusty and disheveled' (sha'ath aghbar). If the purpose of looking is for a necessity, such as treating a wound or removing hair growing into the eye, then looking in the mirror is permissible, and no expiation is due, as this is a matter of etiquette, not a binding regulation.
