If the obstruction is lifted after the Hajj period has passed, the pilgrim exits Ihram by completing the rituals of Umrah.
Supporting text
If the Hajj ritual is missed before the obstruction is lifted, some scholars state that two offerings are required: one for missing Hajj due to obstruction and a second for the missed Hajj itself. However, Imam Ahmad, in one narration, did not mention a second offering for the one who does not exit Ihram until the Day of Sacrifice.
