A pilgrim in Ihram is prohibited from removing hair, except when necessitated by an excuse. The evidence is the Almighty's saying: "And do not shave your heads until the sacrificial offering reaches its place" (Quran 2:196). Furthermore, the Prophet (peace be upon him) instructed Ka'b ibn 'Ujrah, whose head was afflicted with lice, to shave his head and then offer expiation (fasting three days, feeding six poor people, or sacrificing a sheep), indicating that shaving was otherwise forbidden.
