Pilgrimage, whether obligatory or voluntary, is permissible on behalf of a deceased person without requiring prior permission from the deceased. The evidence for this is the Prophet's command to perform Hajj on behalf of the deceased, which implies the deceased's consent is irrelevant as they cannot provide it. Furthermore, what is valid for the obligatory (Fard) form of the act is also valid for the voluntary (Nafl) form, similar to charity (Sadaqah).
