It is desirable to approach the Kaaba because it is the primary objective. If crowding prevents staying close while ensuring no one is harmed and allowing performance of Raml (a fast walk), one should stand close to combine Raml and proximity. However, if crowding makes Raml impossible while close, but Raml can be performed at the periphery of the crowd, performing Raml takes precedence over close proximity.

If one cannot perform Raml even at the periphery, or if proximity leads to mixing with women, then approaching the Kaaba is prioritized. One should perform Tawaf as best as possible, and perform Raml whenever an opening appears.
