It is the established Sunnah for a woman not to raise her voice during the Talbiyah; she is only required to ensure she hears herself. This position is affirmed by the consensus (Ijma) of the scholars, including 'Ata, Malik, Al-Awza'i, Al-Shafi'i, and the Ashab al-Ra'y (Hanafi school). Sulayman ibn Yasar narrated that the Sunnah dictates the woman should not raise her voice when declaring the Ihram.

The discouragement of a woman raising her voice is due to the fear of causing temptation (fitnah). Consequently, it is not prescribed for her to issue the Adhan (call to prayer) or Iqamah (call to establish prayer). Furthermore, for alerting others during prayer, the prescribed method for her is clapping (tasfiq) rather than glorifying (Tasbih).
