Primary text

If a person fears committing unlawful acts (al-'unut) and requires marriage, performing the marriage takes precedence over Hajj. Marriage is deemed obligatory in this situation because it is indispensable, similar to necessary maintenance.

Supporting text

If the person does not fear committing unlawful acts, Hajj is prioritized because marriage becomes a voluntary act (tatowwu'), and thus cannot take precedence over obligatory Hajj.
