The proper place for Ihram for residents of Makkah, whether permanent residents or sojourners, is from Makkah itself. This is because every person who passes a Miqat has that Miqat as their designated station, and likewise, for anyone physically present in Makkah, Makkah serves as their Miqat for Hajj. The evidence is the Prophet's command to 'even the people of Makkah to assume Ihram from there' (referring to Hajj).
