Is proxy Hajj permissible for a man to perform on behalf of another man or woman?

It is permissible for a man to perform the Hajj by proxy for another man or for a woman. This is the position held by the general body of scholars. The basis for this permission is supported by the Sunnah, as the Prophet, peace be upon him, commanded a woman to perform Hajj on behalf of her father who had obligations remaining. This ruling is further supported by the narration of Abu Razeen and other similar traditions.
