From where must the proxy perform Hajj al-Islam (the first obligatory Hajj) on behalf of someone obligated to perform it?

The proxy performing the obligatory Hajj (Hajj al-Islam) must be hired to start the Ihram from the Miqat, because the state of Ihram is not obligatory from any location before it.
