Is proxy permissible for a voluntary Hajj if the person is capable of performing Hajj al-Islam but is currently physically unable to perform Hajj?

Proxy is permissible for a voluntary Hajj if the individual has already performed Hajj al-Islam and is currently physically incapable of performing Hajj themselves. This is because proxy is permissible for the voluntary act if it is permissible for the obligatory act in the case of incapacity, analogous to charity (Sadaqah).
