Who is qualified to perform the ritual stoning (Ramy) on behalf of another pilgrim?

Only one who has already performed the stoning ritual for himself is permitted to perform the stoning on behalf of another person, because it is not permissible for one to act as a proxy when they still have an obligatory duty upon themselves.
