Raising the voice when reciting the Talbiyah is not recommended in cities and their mosques, except in Mecca and the Sacred Mosque (Al-Masjid al-Haram). This view is attributed to Malik. The evidence for this prohibition is the statement narrated from Ibn Abbas, who heard a man reciting the Talbiyah in Medina and remarked, "This person is insane; the Talbiyah should only be recited when one has emerged (from the city/settlement)."

Al-Shafi'i holds that the Talbiyah should be recited loudly in all mosques, taking the general scope of the relevant Hadith as evidence. The counter-argument relies on the saying of Ibn Abbas and the principle that mosques are built for prayer, and a general prohibition against raising voices within them (except for the Imam) must be maintained in its generality.
