Reciting the Talbiyah loudly is recommended in Mecca, the Sacred Mosque, all other mosques within the Haram boundaries (such as the mosque in Mina), and in Arafat. This is because Mecca is the location of the ritual acts (Nusuk) of Hajj and Umrah.
