The recommended act upon exiting the Ihram from Umrah for the Mutamatt' is shortening the hair (taqsir). Imam Ahmad prefers that the shortening be done upon exiting Umrah so that the shaving (halq) is reserved for the Hajj ritual. The Prophet (peace be upon him) commanded his Companions to shorten their hair, as stated in Jabir's narration: "Exit your Ihram by performing Tawaf between Safa and Marwah, and shorten your hair." Similarly, it is narrated concerning the Prophet's Hajj that the people all exited Ihram and shortened their hair. Ibn Umar also stated that whoever does not have a sacrificial animal should perform Tawaf, Sa'i, shorten the hair, and thus exit Ihram. Shaving the hair is permissible because shortening and shaving are the two options for exiting the ritual state, and both are valid acts for either rite.
