If the 'Far' person returns to perform Tawaf al-Wada', the established view held by Al-Qadi is that the blood sacrifice (damm) is not waived because it became established upon reaching the distance of Qasr, and it is not removed by subsequent return, similar to one who passes the Miqat without Ihram, then dons Ihram closer, and then returns to the Miqat. If the 'Near' person returns and performs Tawaf, no blood sacrifice is due, whether they had a valid excuse preventing return or not, because the sacrifice was not established upon them due to their status being like a resident.
