Where must a resident of Mecca (Makki) assume Ihram for Umrah?

A resident of Mecca must assume Ihram for Umrah from the Haram boundary (al-Hill). This ruling applies equally to those who originally performed Umrah from within the Haram area, regardless of whether they are true residents (Makki) or neighboring residents (Mujawirin).
