The ritual throwing of stones is invalid if the pebbles fall short of the designated area because the individual has not fulfilled the command to throw. This ruling is held by all scholars cited.
Supporting text
If a person merely places the pebbles in the area without throwing them, it is considered sufficient, as it is still termed 'throwing' (Rami). This is the view of the Ashab al-Ra'y (People of Opinion). However, Ibn al-Qasim stated that this action is not sufficient (does not fulfill the obligation).
