It is narrated from Ahmad that if a man strips his wife bare while he is in the state of Ihram, and nothing else occurs from him, a sheep is incumbent upon him. This ruling is interpreted to mean that stripping inherently involves physical touching (*lams*), or it implies that ejaculation or pre-ejaculatory fluid occurred as a result.

Mere gazing, even if it leads to arousal but no emission, carries no penalty, as the Prophet, peace be upon him, used to look at his wives while he was in Ihram, and his Companions did likewise.
