Caution concerning potential obstruction or the inability to complete Hajj is served by making the initial intention Umrah. If one intends Umrah, if they wish, they can perform Tamattu', or if they wish, they can add the Hajj ritual to it, thereby becoming a Qarin (one performing Qiran).
