If a person intending Tamattu' possesses two villages, one near the Haram and one far, he is considered one of the residents (Hadiri) of Al-Masjid Al-Haram. This is because the condition for not being a Hadiri, which is not being close to Al-Masjid Al-Haram, is not met when part of his household resides nearby. Furthermore, since he has the option to assume Ihram from the nearer village, he is not utilizing the concession of Tamattu' by avoiding one of the two necessary journeys (to Makkah for Umrah and then back out for Hajj).

The ruling is determined by the village where he spends the majority of his time. If the time spent in both is equal, the ruling defaults to the village where his primary assets are located. If assets are also equal, the ruling follows the village where he intends to reside longer. If all criteria are equal, the ruling is based on the village from which he assumed Ihram.
