Primary text

If the Hajj is missed after it became obligatory upon the newly adult boy or freed slave, 'Umrah becomes obligatory upon them because it is an obligation that could be performed, thus resembling Hajj. If they were capable of performing the obligation (Hajj or subsequently 'Umrah) at the prescribed time but failed to do so, the obligation remains incumbent upon them.

Supporting text

The obligation remains incumbent upon them whether they were wealthy (Musaar) or destitute (Mu'sir) afterwards, because the obligation was established upon them due to the possibility of performance at the correct time, and it is not waived by the loss of capacity after that point.
