What is the ruling if one declares Ihram by referring to another's Ihram, but that referred person had not actually made Ihram?

If the person referred to had not made Ihram, then the declaration of the first person is considered an unrestricted (Muṭlaq) Ihram. The ruling for this case is the same as discussed in the preceding section (where the intention is unknown).
