What is the ruling for one who performs Tawaf and Sa'i for arrival but is subsequently obstructed or becomes ill, causing the Hajj to be missed?

If a person performs Tawaf and Sa'i for arrival (*Tawaf al-Qudum*) and is subsequently obstructed or falls ill such that Hajj is missed, he must complete his ritual release (*tahallul*) by performing another Tawaf and Sa'i. This is because the initial circuit was not intended as the Tawaf for 'Umrah, nor the associated Sa'i. He is not obligated to renew his Ihram. This view is upheld by Al-Shafi'i and Abu Thawr.
