What is the ruling for one released from Ihram if the Hajj was not obligatory or if repayment is not required?

If the Hajj that was interrupted was not obligatory in itself, and there is no ruling mandating its repayment, then no religious obligation rests upon that person, similar to someone who never entered the state of Ihram for Hajj.
