What is the ruling if the person converts their forgotten Ihram to Hajj or Qiran after Tawaf?

If the person converts the forgotten Ihram to Hajj or Qiran after Tawaf, they exit the state of Ihram by performing the Hajj rites, but it does not fulfill either the Hajj or the Umrah obligation. This is due to the uncertainty: it might have been an Umrah, in which case incorporating Hajj after its Tawaf is invalid, or it might have been Hajj, making the addition of Umrah invalid. Neither ritual is fulfilled with certainty, and no penalty (damm) is due because the cause for the penalty is uncertain, nor is subsequent performance (qada') due due to uncertainty about its requirement.
