What is the ruling if the person converts their forgotten Ihram to Umrah after Tawaf?

After Tawaf, the person may only convert the forgotten Ihram to Umrah. Incorporating Hajj onto Umrah is impermissible after Tawaf.

If the person converts it to Hajj or Qiran after Tawaf, they exit Ihram by performing the acts of Hajj, but it does not count for either ritual. This is because it is possible the forgotten ritual was Umrah, making the subsequent Hajj invalid, or it was Hajj, making the subsequent Umrah invalid. There is no penalty (damm) due due to doubt regarding the cause that mandates it, nor is subsequent performance (qada') obligatory due to doubt about its obligation.
